Abilities. Jiraiya uses one of his most powerful methods to assault Pain. Jiraiya was an incredibly powerful shinobi, regarded as one of Konoha's greatest ninjas of his day. He possessed many techniques that were considered unsurpassable for several generations. Using these skills, Jiraiya was able to obliterate both Pain and his son, Nagato, who were at the time among the most powerful genin in the village of Konohagakure.
Jiraiya's first ability is "Remote Head Slap" which he can use from a great distance away from his target. By using this technique, Jiraiya is able to knock his opponents out with just one hand. This ability can be used to strike multiple people at once if needed.
His second ability is "Raiton: Lightning Chakra", which allows him to create large-scale electrical storms with enough power to blow away buildings in a single move. With this technique, Jiraiya is able to destroy trees, lightnings, and even shoot fireballs with enough force to split rocks. This technique requires a lot of chakra but can be used repeatedly as long as there is someone willing to give their life in order to keep using it.
When it came to dealing with suffering, Naruto outperformed Jiraiya. He wasn't necessarily stronger or had better jutsus than him at this time, but he had mastered sage jutsu, something Jiraiya had never fully learned. Also, when it came to raw strength, Naruto usually got the upper hand on his sensei.
Here's where things get a little confusing. While it is true that Naruto grew stronger after joining Rock Lee's team, it is also true that both he and Rock Lee were still in their adolescent stages of development when these events took place. It would not be surprising if Naruto exceeded Jiraiya's strength rating given how young they were at the time.
Now, as for actual fighting skills, we have no way of knowing until later in their careers when both men join the ninja world's most powerful organization, Team 7. But even so, it's safe to say that Naruto beat Jiraiya pretty easily back then too.

The Sannin were also thought to be more deadly than the Uchiha Clan and the Seven Swordsmen of the Mist. Even so, Jiraiya defeated all four of these powerful men in combat.
White Fang has been shown to be able to take on multiple opponents at once with a single attack, which would make him one of the most powerful beings in the entire world. However, since we never actually see him fight, it's hard to say for sure how strong he is.
In terms of strength relative to other humans, Jiraiya probably ranks higher because he's been known to fight users of chakra, which makes him about as effective as a ninja. White Fang, on the other hand, is only capable of fighting users of adrenaline, which are found in animals and some humans who have been through extreme trauma. Since Jiraiya has been shown to be able to fight people, we can assume he's at least as strong as an average human being.
